Both items are pretty strong, you could argue having both in the build at the same time, or picking between them. Both offer damage in different ways so decide based on how you want to play the game.
Both offer a lot of protections. Draconic has higher potential imo because of the HP it also provides, but if you are vs comps that won't stack the item quickly or you just want upfront prots, Dwarven is a good alternative.
Both give more than enough Tenacity, Spirit robe stronger for safety/sustain against CC comps whereas Shroud will be a more agressive damage alternative into those same comps.
