Early game flat pen with late game percent pen. Carver feels great with the ranged autos. Can also easily swap Heartseeker in for Barbed Carver however.
Great early game power once first two items are built, and late game % pen helps a ton! I'm not sure if this is correct or not, but I believe if you ult with Titans Bane and Obsidian Shard off cooldown you can get 80% pen. Not 100% on that though...
