even with non-aspect Thor I don't max my 1 because I don't want to rely my damage on my escape, so I always max my 3 first. This build works on both aspect and non-aspect. Barbed carver is also one of my favorite items on thor because i have more than 3 damaging abilities, and it also gives me sustain and power.
if you feel like you need more cd, go pendulum blade
if there is too much enemy cc, get magi's
